This article connects human resource management (HRM) research to studies of street-level bureaucracies and public professionals. It investigates the intermediary role professional behavior in HRM–individual performance link context service organizations. The hypothesizes that resources (HR) practices, aimed at enhancing workers’ abilities, motivation, opportunities, strengthen these behavior; individual are positively related; mediates relationship between HR practices performance. analysis findings from a survey study workers local welfare agencies implementing welfare-to-work policies Netherlands shows support for mediating chain.
